Governor Rudy?
Self-styled 'America's Mayor' Rudy Guiliani remains coy about running for NY Governor next year.

You know, I bet he could get elected, especially on the heels of Gov. Paterson, who seems to be universally disliked in New York. He probably won't though. Guiliani likes power and the spotlight, but being a politician is too much uncontrolled spotlight with too little power. I get the sense that he's having more fun with his consulting and law firm.
Guiliani is wasted in executive offices. Except for the whole I hate his politics with the burning hatred of a thousand suns thing, he'd be a very entertaining Senator, though (entertaining the way Rod Blagoyevich was entertaining, anyway).
It's an interesting question, to think if the Republican upstate could carry him. Certainly on 9/10, he was a dead man walking in the City, and despite his rise in popularity after that, I would think that city folk went back to that original assessment.
